Tender Summary
The Southern Water and Sanitation Company (Zambia) in Zambia from African region has released this tender for The "Nexus Energy Water Programme for Zambia" (NEWZA) aims to strengthen the integration between the energy and water sectors. The project is co-financed by the European Union (EU) and the German Federal Ministry for Economic Cooperation and Development (BMZ) through KfW. The NEWZA programme also includes ongoing projects co-financed by the German Federal Government, namely: • "Urban Water Supply and Wastewater Management in the Eastern Province, Phase IV" programme (BMZ No.: 2016 67 328/2018 67 514/2018 70 104) and • Water Resource Management and Wastewater Management for Medium-Sized Cities (BMZ No.: 2020 67 494, 2022 70 023). NEWZA's objective is to improve access to green energy and water for all by enhancing the performance of five Zambian water utilities: Southern (Lot 1), Chambeshi (Lot 2), Lukanga (Lot 3), Nkana (Lot 4), and Eastern (Lot 5). The work will be awarded under the FIDIC Contract for Plant and Design-Build Contracts, 1st Edition 1999 (Yellow Book). The scope of work for all commercial utilities is detailed below. This list serves only to illustrate the scope and is not to be understood as an exhaustive list. The scope of work includes: ► Component 1 Solar PV • Project management, planning, installation and commissioning of the solar systems are the responsibility of the contractor. • The land for the PV systems will be provided either within the production/extraction/processing facilities and/or other CU sites. If the area is insufficient, the land will be secured by CU through purchase or lease. • Installation of online monitoring platforms for PV systems, including real-time data acquisition and transmission (GPRS/GSM or other), secure cloud data storage, and a security-protected online portal interface displaying infrastructure status/performance data at the site level. • Operation and maintenance for up to two years after the planning and construction phase. Subcomponent 1a – Grid-connected solar PV systems: • Design and supply of grid-connected solar power systems for existing water extraction/absorption/treatment facilities and/or other CU sites. The size of the PV systems is limited by the capacity of the existing low/medium voltage and transformer systems. • This includes the installation of solar PV modules, junction boxes, cabling, filters (if required), inverters, busbar extensions, and low-voltage compartments (if required). • Conducting on-site electricity data measurements to compare electricity consumption before and after the work. At sites where pumps are being refurbished, evaluating the proportion of annual consumption after the pump refurbishment. Subcomponent 1b – Hybrid Solar PV Systems • Design and supply of hybrid solar PV systems for existing water extraction/reception/treatment facilities and/or other CU sites. The system size depends on the pump input power (P1) and the number of operating pumps. • At sites where hybrid technology is used, the pumps and associated power supply equipment will also be replaced. This includes the installation of solar PV modules, junction boxes, filters (as required), hybrid inverters, low-voltage equipment for solar PV and pumps, as well as frequency converters for pumps. The scope of the component includes the interface or boundary at the connection point for the cables from the low-voltage equipment to the pumps. • Online monitoring platforms for sites where the hybrid system is integrated into a single system for pumps and solar PV. ► Component 2 – Pump Systems • Refurbishment of the existing pump system equipment, primarily: pumps, cables, low- and medium-voltage switchboards, valves/fittings, pump station piping, and measuring and control devices. • Project management, planning, installation, and commissioning of the pump systems are the responsibility of the contractor. • The system is designed for constant or increased future daily flow rates as required by the CU. The daily flow rates and intended operating hours are specified in the tender. • Verification of the riser operating pressure through on-site testing, identification of hydraulic problems (e.g., malfunctioning air valves), and measurement of actual on-site flow rates and pump energy consumption (all operating modes). The estimated pump ratings (flow rate, pressure, rated motor power) are provided in the tender for informational purposes only. The final sizing of the pumps to meet the flow rate requirements is the responsibility of the contractor. • Installation of a digital online remote monitoring system connected to key measuring devices (flow, pressure, and power), with a 3-year subscription (if applicable) for access. No remote control of the systems. • Technical support, operation, and maintenance for up to 2 years. The project must be prepared and implemented in accordance with the KfW Sustainability Guidelines: https://www.kfw-entwicklungsbank.de/PDF/Download-Center/PDF-Dokumente-Richtlinien/Nachhaltigkeitsrichtlinie_EN.pdf with tender notice no. 647302-2026 published on 21 Sep 2026.
