The SNCF Voyageurs in France from Europe region has released this tender for The intense competition between modes of transport (air, private cars, carpooling, buses, etc.), the opening of international rail transport to competition since 2010, and the growing environmental awareness make responsiveness, agility, and innovation essential. In this context, for 30 years, Voyages SNCF has offered airlines a rail service connecting their passengers from a selection of French and European TGV stations to major French airports. Given the growth of this sector, Voyages SNCF seeks to expand this product with an IT service provider to handle all stages of booking, ordering, and ticket issuance for airlines. This partner must be able to manage the increasing volume and diversity of data related to the marketing of multiple SNCF services (TGV Inoui, OUIGO) and a range of partner airlines. Currently, TGV seat reservations by partner airlines rely on an automated process. This process, implemented in 2022, allows airline customers to book a combined train and flight ticket using a technical component that links the various inventories. This reservation process currently uses a fixed price, regardless of the date or time of travel. The existing process allows customers to independently manage the issuance of their train tickets via an online platform. SNCF ticket offices are therefore no longer responsible for issuing tickets, except in cases of disruption. SNCF Voyageurs aims to improve the Train+Air product for the following reasons: • To continue developing the current comprehensive and segmented offering, with a digital product available across the entire high-speed rail network (intersecting and radial lines) offering different levels of service (complementary offerings between TGV Inoui and OUIGO); • To have a competitive product to attract new airlines. • To have a tool that can easily evolve with the opportunities offered by the growth of the air travel market. SNCF Voyageurs wants a solution that allows different airlines to connect to the SNCF reservation system. This solution must therefore: • Integrate with airline systems and manage the operational differences between air and rail; • Interface with the SNCF reservation system by accessing the SNCF offers portal, the entry point for booking all SNCF offers (TGV Inoui, Ouigo in particular). The desired solution has several objectives: • Ensure booking management and the staggered opening of booking periods between rail and air carriers; • Publish SNCF schedules and services to airlines and their distributors; • Ensure the issuance of rail tickets; • Track and share passenger status changes (Boarded status for checked tickets) in accordance with SNCF and airline processes; • Enable billing tracking for services; • Transmit the customer's ticket to the airline; • Offer a simple solution for customers to retrieve their train tickets independently; • Provide SNCF staff with a ticketing access solution to address operational issues. The consultation is being conducted by SNCF's Purchasing and Circular Economy Department (DAGEC), acting as agent for the subsidiary CRMS, which will manage the contract. Indeed, the management of the Train + Air product is handled by CRMS as a subcontractor for SNCF Voyageurs.
